In Windows 8.X and Windows 10 (all variants) Adobe Flash Player for Internet Explorer and EDGE Browser is exclusively handled by Windows Updates period, you cannot uninstall, re-install, and install this be any means with any utility on the Adobe website. DO NOT try to make any changes to the Operating System files in these versions of Windows and the Integrated Flash Player PERIOD. I cannot stress this anymore.
Any troubleshooting on the above mentioned OS and browsers is going to be a Windows related. IF you need to upgrade your Integrated Windows 8.X and Windows 10 Flash player you MUST use windows updates to take and apply the updates as they are pushed out by Microsoft. There is no easy exceptions to this rules generally speaking.
Also there are 3 type of flash player plugins, and they all have to be installed separately. It is important to note that you can have different version numbers here as well because not all browsers and applications use the same plugin remember this. Also just because you went and installed Adobe Flash player in Internet Explorer DOES NOT mean it will be updated or installed for Firefox and vise-versa.
i) NPAPI - This is for Firefox most notably.
ii) ActiveX - Internet Explorer/EDGE
iii) PPAPI - Opera browser
